In this department there is the Strategic Planning and Local Economic Development Office, the Youth and Special Programmes Office and the Communications Office.
The Office of the Municipal Manager is responsible for the following functions: Development Planning, Town Planning, Performance Management, Local Economic Development, Mayoralty and Communications; Youth Development and Special Programmes.
Responsibilities include the preparation and management of the Integrated Development Plan and its related sectorial and cross-cutting plans
During the year reported on, the provincial government was in the process of finalising the delegation of land administration and processing of development applications. The municipality was preparing for taking over this responsibility through district Shared Services.
Performance Management System
The Council prepares Performance Management Framework and its Policy and uses Service Delivery and Budget Implementation Plan tool for details of service delivery targets budgeted. The municipality’s Performance Management System is aligned to the Integrated Development Plan (IDP), and to monitor and report on progress and implementation thereof.
Local Economic Development
The municipality is further tasked to facilitate economic transformation and empowerment for people within its area of jurisdiction. The function involves engaging community projects and cooperatives to respond to their needs and link them to funding and technical support as well as markets and other opportunities.
Mayoralty and Communications
Responsibilities include the coordination of Mayoral executive support, corporate communications, general marketing and maintenance of the profile of the Municipality, as well as events and outreach. This section also acts as the vehicle for the realisation of intergovernmental and cooperative governance structures and events.
The office is responsible for institutionalisation and mainstreaming of Youth Development within Ezinqoleni Municipality. This is in response to the drive for meaningful youth development institutionalisation within government.
In this programme, the municipality have initiatives to take care of the vulnerable groups including the elderly, children, women, farm workers and the disabled.
